機組整套啟動時從鍋爐點火至發(fā)電機并網帶初始負荷夠實現(xiàn)全過程的自動程序控制。(當然可以設有限幾個斷點人工分析判斷決定后介入操作)，或機組停機時DCS能安全停機。
機組自啟停控制的要求是：
機組正常起動時，當發(fā)電機達到額定轉速時，DCS將投入AVR。當發(fā)電機電壓達到額定值時，DCS將投入同期裝置。發(fā)電機與電網的同期是由同期裝置自動實現(xiàn)，在同期過程中通過DCS控制AVR、DEH，當同期條件滿足時，向發(fā)電機斷路器發(fā)合閘指令。在同期合閘成功，發(fā)電機電負荷達到一定值之后，DCS將高壓廠用電系統(tǒng)快速從啟備變切換到高壓廠變上。
機組正常停機時，DCS控制降低機組負荷，當機組負荷降到某一定值時，DCS將高壓廠用電系統(tǒng)快速切換到啟／備變系統(tǒng)供電；當機組負荷繼續(xù)降到零，跳開主開關，聯(lián)跳汽輪機(主汽門關閉)，發(fā)電機滅磁。
對于廠用電源系統(tǒng)控制的要求是：
在機組啟動時通過啟／備變向廠用負荷供電；在機組正常用電時，由廠變供電并經低壓廠變向400VMCC低壓負荷供電以啟動機組所必需的輔機；在廠用電消失時，為了保護設備和系統(tǒng)的安全，廠用電快切裝置應快速將廠用工作負荷自動切換至啟／備變；當確認保安段母線失壓后，應啟動事故備用柴油機供電以保證設備安全。
依據以上控制水平的要求，電氣監(jiān)控納入DCS技術的要求是：
（1）發(fā)電機系統(tǒng)能實現(xiàn)程序控制和軟手操控制使發(fā)電機由零起升速、升壓直到并網帶初始負荷。
（2）廠用電系統(tǒng)能按啟動／停止階段和正常運行階段的要求程序控制和軟手操來實現(xiàn)。
（3）能實時顯示和記錄上述發(fā)變組系統(tǒng)和廠用電系統(tǒng)的正常運行、異常運行和事故狀態(tài)下的各種數據和狀態(tài)，并提供操作指導和應急處理措施。
